No Systematic Scanning
Picture this: you have 200 repositories, but security scanning is connected to ten. The remaining 190 are terra incognita. Vulnerabilities accumulate for months, and you only find out about them when a pentester shows up or, worse, when an incident hits production.
Not a hypothetical. Most companies at the start of their DevSecOps journey look exactly like this. Scans happen ad hoc: someone runs a tool on their laptop, someone else does it once a quarter when the auditor asks. Scanners operate in silos, with no unified schedule and no mandatory coverage across all projects.
Vulnerabilities live in code for months, found only during incidents or external audits (pentests, compliance reviews).
The core danger is invisibility. Vulnerabilities pile up, but nobody knows about them until there's an incident or an audit. When a customer finds the bug, remediation costs multiply. Without systematic scanning you can't calculate MTTR, coverage, or backlog size, so the process stays opaque. And there's a compliance angle too: ISO 27001, SOC 2, and NIST SSDF all require evidence of systematic security checks. Without it, your audit becomes a coin toss.
200 repositories in GitLab. Over the course of a year, the team connected scanning to 10 "most critical" projects. The other 190 live without any controls. The security team manually runs SAST on release branches once a quarter. The outcome is predictable: half the vulnerabilities reach production, and the team learns about them from the pentester's report.
Scanner Imperfection
We've watched the same story play out dozens of times. A company decides to "adopt DevSecOps," forms a working group, and disappears into an endless cycle of finding the perfect scanner. Three years of PoCs, beautiful Excel spreadsheets comparing 10 solutions, steering committees, sign-offs. And in production? Not a single tool deployed. Vulnerabilities keep piling up.
When there are no tools
- Teams spend years comparing scanners against each other, inventing evaluation criteria on the fly with no formal standards.
- Selection criteria become arbitrary: someone liked the UI, a colleague recommended it, or it happens to support your primary language.
- Nobody on the team can really articulate what they need a scanner to do or what success looks like.
When tools exist but have hidden constraints
- Even with scanners in place, limitations surface:
- pay-per-scan licensing means you can't embed it in CI/CD without blowing your budget;
- technology support is narrow: works with Java, breaks with Go or Rust;
- many tools have no CLI, API, or Docker image. You can only run them through a proprietary web UI.
- The tool becomes impossible to integrate, so its value for DevSecOps/AppSec drops to near zero.
- You need coverage across many asset types: not just code but domains, container images, hosts, cloud accounts. No universal scanner with deep coverage exists.
- 1Maturity stalls in committee. Companies waste years on "comparisons and pilots" instead of actually scanning. They hire experts whose time evaporates. People get frustrated and leave; management can't figure out why turnover is climbing.
- 2Decisions happen on emotion or vendor marketing, not clear criteria. You pick the wrong tool and nobody understands why later.
- 3Incomplete technology coverage leaves entire services unscanned and unprotected.
- 4License restrictions force everything into manual, quarterly checks instead of continuous automation.
- 5No API or CLI means no automation. You're stuck with manual scans, heavyweight solutions, burnt-out admins, and unreliable processes.
- A company runs RFP/PoC cycles three years in a row for different SAST solutions. Each cycle ends with "let's look at a few more options." Bugs in code go unchecked; vulnerabilities pile up.
- The security team presents beautiful Excel spreadsheets comparing 10 scanners at the steering committee. Not a single scanner gets deployed to production.
- You buy commercial SAST, but it charges per scan. Embedding it in CI/CD would destroy the budget, so you run it manually once a quarter. Vulnerabilities still reach production.
- Cloud-based DAST with no CLI: tests run through a web interface, automation breaks.
- A secrets scanner only supports GitHub Actions. Your company runs GitLab. Half the repos go unchecked; an engineer spends days trying to adapt the pipeline.
- One scanner finally gets integrated. It works, but only covers code. Everything else stays blind.
The Packaging Problem: Running Scanners Reliably
You pick your scanner. You think: just run it. Then the packaging problem hits. Four teams take the same Trivy, run it four different ways, get four different results. Versions drift. Signature databases age. CI/CD pipelines start to break under the weight of scanners.
- Teams deploy scanners however they can:
- someone installs locally,
- someone runs a Docker image,
- someone embeds it directly in their GitLab Runner.
- No consistency, so you get:
- unstable pipelines,
- different scanner versions across teams,
- unpredictable results.
- Docker is usually the approach, but official images don't always work in CI.
- Tools have different requirements: root access, network connectivity, RAM, CPU, signature databases, Java versions.
- The packaging problem: how do you set up the environment so scanners run reliably without breaking anything?
- 1Unpredictability is corrosive. The same scanner behaves differently across teams because of environment, missing libraries, kernel features, memory pressure, runner crashes.
- 2CI/CD breaks. Pipelines slow down or fail under scanner load.
- 3No version control. Teams run on old signatures and miss vulnerabilities.

- In Kubernetes, engineers run scanners in pods without resource limits and crash the cluster.
- A Java SAST tool needs Java 11, but the pipeline has Java 17. Scanner fails.
- The secrets scanner pulls entire git history and runs out of memory on the runner after 15 minutes.
- In a corporate network behind proxies, the SCA tool can't reach vulndb updates. It returns stale CVEs.
- Teams stop running security jobs because they break pipelines. Coverage gaps grow. DevSecOps / AppSec loses control.
Why CI/CD Is Wrong for Security Orchestration
Of all the architectural mistakes teams make, this one causes the most damage. The logic seems airtight: "We already use CI/CD for builds and tests, so let's add security scanners there." In reality, AppSec starts competing with DevOps for pipeline time, runner resources, and developer attention. And security always loses.
- Most organizations assume: "DevSecOps means adding scanners to CI/CD."
- What actually happens:
- Pipelines slow down. If not gated, security becomes invisible.
- If gated, devs disable security stages to unblock deployments.
- Security loses control because everything depends on someone else's pipeline infrastructure.

- 1AppSec and DevOps have different goals. DevOps wants speed. AppSec wants coverage. They conflict.
- 2When security tasks slow the pipeline, developers find ways around them: disable stages, set allow_failure, skip checks. Security becomes invisible.
- 3Security depends on infrastructure it doesn't control. When the pipeline breaks, security can't scan. When a runner crashes, you have blind spots.
- 4You can't run expensive scans (SAST, DAST) per-MR because they take too long. So scans happen offline, findings age, and developers forget about them.
- 5Audit trails are fragmented across multiple CI/CD systems. Compliance reports are incomplete.
- A SAST scan takes 30 minutes. It's on the critical path. Developers see it slowing their pipeline and disable the stage.
- A scanning stage fails randomly due to runner memory pressure. Devs set allow_failure: true to unblock merges. Security never sees findings.
- Security team publishes a scan config in a shared library. Three months later, a platform update breaks it. Scans silently fail. For two weeks, nobody notices the pipeline is broken.
- You run DAST as a nightly job because it's too slow for the pipeline. Findings come back in the morning. Developer already shipped to production.
- Two different teams use two different CI/CD systems (GitLab vs GitHub Actions). Security has to maintain scanners for both. When a new tool releases, it's 6 months before it's available everywhere.
Tools Multiply, Reports Multiply
You start with one SAST. Then you add SCA because you need to track dependencies. Then DAST because you need dynamic testing. Then a secrets scanner, an IaC scanner, a container scanner. Each tool sends a separate report. Now you have 10 tools, 10 reports, and zero visibility into what's actually broken in your systems.
- More tools feel safer. "We'll catch more bugs with SAST and DAST together."
- The reality: more reports, more noise, more coordination overhead.
- Each tool generates findings independently. They don't talk to each other.
- One vulnerability gets reported by multiple tools as multiple findings with no deduplication.

Business can't see the real picture because data isn't consolidated. One vulnerability becomes dozens of tickets from different scanners. Teams drown in work. Every tool signals differently with no central filtering. You can't compare "before" to "after" a fix. Metrics break. You have nothing to show regulators except a pile of reports instead of a managed process.
- The dev team gets three Jira tickets for the same vulnerability from three SAST tools. They fix it once. Now three tickets are closed for the same fix. Metrics show 300% improvement.
- Security gets hundreds of reports in JSON, XML, HTML with different structures. No dedup, no verification, no severity normalization. Process is paralyzed.
- The result: security feels like noise, not help.
- Bugs don't get fixed faster.
Reports Multiply, Formats Multiply
You solved deduplication. But now: what format are these findings in? SAST outputs 50MB of JSON. DAST emails a PDF. SCA gives you SBOM in CycloneDX. The secrets scanner writes YAML. Try building a unified risk picture from that mess.
- Every scanner generates results in its own format and structure:
- SAST produces JSON, XML, or HTML.
- DAST outputs HTML, PDF, or JSON.
- SCA works with JSON or SBOM standards (CycloneDX, SPDX).
- Secrets and IaC use YAML, CSV, or proprietary formats.
- Reports are incomparable. You can't aggregate them. Different fields, different severity scales, different detail levels.
- Building unified reporting means manually parsing each format and transforming it. When a tool updates its format, your parser breaks.
- 1No unified view. Leadership can't see real risk levels.
- 2Format differences introduce noise through duplicate, missing, or corrupted data.
- 3Can't scale beyond 10 services. At 100+ services, manual transformation is impossible.
- 4No standard severity. Tools use different scales: "High/Medium/Low" versus CVSS numbers versus "Error/Warning/Info."
- 5Integration is expensive. Each new scanner requires a custom parser. Parser maintenance is ongoing when tools update versions.
- 6Audit becomes impossible. You can't show regulators a heterogeneous pile of files. You need normalized data.
- An engineer writes Python to parse SAST JSON. A month later, the SAST tool updates and changes the JSON schema. The script breaks. Data stops flowing to the dashboard. The team learns about it only when metrics go flat.
- SAST reports a finding as "High." DAST reports the same as "Critical." Teams debate which is right. The Jira ticket has no assigned priority.
No Single Collection Point for Vulnerabilities
CEO asks: "How many open vulnerabilities do we have?" Security says 80. Engineering says 5. Jira shows 20. Who's right? Nobody, because findings don't live in one place. They scatter across CI/CD logs, Slack channels, Excel files, HTML reports in inboxes.
- Scanner findings live nowhere central.
- Part of them in CI/CD output, part in stdout logs, part in separate files.
- Responsible developers can't easily see their active backlog.
- Attempts to load vulnerabilities into SIEM fail because SIEM tracks events, not tasks.
- Findings scatter across systems. Nobody knows the real state.
A vulnerability is not an event. You can't log it like a SIEM alert. It has a lifecycle: discovery, triage, assignment, remediation, verification, closure. Treat it as a task, not a log entry.
- 1You can't answer basic questions: "How many Critical findings are open right now?" or "What's our remediation SLA compliance?"
- 2Developers don't have a single place to see their work. Findings age and get lost.
- 3You can't track remediation across the organization. Fixes get missed.
- 4Audit trails are fragmented. Regulators see a mess, not a controlled process.
- 5Metrics become fiction because data comes from multiple disconnected sources.
- SAST finds a bug on Monday. It gets logged in CI/CD stdout. The dev who owns that repo doesn't see it. Wednesday it shows up in a Slack message to a different channel. Now two people know about it. By Friday it's forgotten. It reaches production.
- A Critical finding sits in an HTML report on someone's desktop for three weeks. Nobody took action because nobody sees it as a task, just a data point.
- Security team manually maintains an Excel file of "known vulnerabilities." It drifts from reality. Developers don't know about it. Audit fails.
- A fix is deployed, but nobody updates the scanner database, so the finding still shows as open. Team thinks it's still broken.
No Real Prioritization
You have 500 findings. Which should the dev fix first? CVSS says one thing. Business says another. Context says a third. Without real risk scoring, you pick by noise: whoever screams loudest gets attention.
- CVSS is useful as a baseline, but it doesn't capture real risk in your specific context.
- Example: a vulnerability with CVSS 7.5 in a library that nobody imports is less risky than a CVSS 4.0 in code that processes untrusted input every second.
- Example: SQL injection in a read-only query is lower risk than SQL injection in a query that modifies data.
- Example: XSS in a page that only logged-in admin users access is lower risk than XSS on the public signup page.
- 1Without risk context, developers fix low-impact findings while critical ones wait.
- 2CVSS inflation: a tool flags everything as "High" because that's the scanner's default. Developers see High and shrug.
- 3Business can't make tradeoffs. If everything is "critical," nothing is.
- 4Remediation becomes chaotic. No principled order means work gets assigned randomly or not at all.
- 5Compliance audits fail. You can't explain why you fixed finding A but not finding B.
- SAST reports 200 "Medium" findings. Team fixes 5. The rest live in Jira forever, marking the project as "insecure."
- A CVE comes out with CVSS 9.0. Your library imports the vulnerable code but never calls it. You update the library anyway, spending a week on testing and deployment for a theoretical risk.
- An XSS in an internal admin tool is flagged as CVSS 7.2. It gets the same priority as a CVSS 7.2 SQL injection in your API. Dev team splits effort. Neither gets fixed fast.
- CEO: "What's our top 10 risks?" Security shows CVSS ranking. CEO: "That's not what matters to the business." Nobody can answer the real question.
Manual Ticket Creation
You have findings. You need Jira tickets. How does that happen? Manually. Someone reads the finding, translates it into JIRA-speak, assigns it to a team, writes a description, sets a priority, creates a link back to the scanner. This takes 5-10 minutes per ticket. With 500 findings, that's 40+ hours of manual work. And the tickets are often wrong, duplicated, or already fixed.
- Creating a ticket manually takes time and introduces errors: wrong assignee, missing context, duplicate tickets already exist, severity is wrong.
- Without automation, findings age while someone decides whether to create a ticket or ignore it.
- Deduplicated findings should become one ticket. But without automation, you get many tickets for the same bug.
- 1Time waste. Your best engineers spend hours on data entry instead of building features or fixing real bugs.
- 2Process bottleneck. Findings sit untracked until someone has time to create tickets. By then, they're stale.
- 3Quality suffers. Manual entries are wrong more often: wrong team, wrong description, missing context, priority mismatch with actual risk.
- 4No way to close the loop. When a fix is deployed, does someone close the ticket? Maybe, maybe not. Metrics become meaningless.
- 5At scale, this task becomes impossible. You can't create 1000 tickets manually.
- A scanner finds 50 findings. Security team assigns two people to create tickets. It takes a week. By then, some findings are outdated.
- Tickets are created with low quality: generic titles, missing reproduction steps, wrong severity level, assigned to the wrong team.
- When a fix is deployed, nobody remembers to close the ticket. It stays open for months, showing the project as broken.
- The same vulnerability creates tickets in multiple projects. Tickets compete with each other instead of being treated as one problem.
The False Positive Problem: Killing Developer Trust
Out of 100 findings, 80 are noise. Out of the real 20, some are in dead code, some don't matter to business, some are already mitigated. Now developers hate security. They set allow_failure on security tasks and move on.
- The core issue: distinguishing false positives from real vulnerabilities requires context that scanners don't have.
- SAST can't tell if a path is reachable without deep analysis or actual execution.
- DAST creates false positives when staging environments differ from production.
- SCA reports vulnerable functions that are never imported into your code.
- Even within true positives, many don't matter: in dead code, in internal tools, with mitigating controls already in place.
- 1When 80% are false positives, developers stop reading findings at all. They automate dismissal: resolve all, move on.
- 2Real vulnerabilities get buried in the noise. A 20% signal loss is disaster.
- 3Developer morale: "Security slows us down with junk findings" becomes "Don't trust security tools."
- 4Compliance becomes meaningless. You can't explain to an auditor why you ignored 80 findings. If you had a real process, you'd close the obvious false positives first.
- 5The effort to verify every finding manually defeats the purpose of automation.
- SAST flags line 42 as "use of dangerous function." Engineer reviews: it's in a utility that does safe things with that function. Dozens of similar false positives follow. Dev sets allow_failure and never checks again.
- DAST reports session fixation. Security checks staging environment. Can't reproduce. Is it a false positive or a staging-only issue? Nobody knows. Finding is marked "investigate later" and forgotten.
- SCA reports a CVE in a transitive dependency. The code that uses the vulnerable function is never executed because you import a different module that doesn't need it. You don't update because it's low-risk, and the scanner doesn't understand your import paths.
- Out of 500 findings, 400 are in test code or dead branches. Team manually filters those out. Then 50 more are in vendored code. Manual filter again. Process doesn't scale.
Developer Communication: Where Everything Breaks Down
You found vulnerabilities. You triaged them. You prioritized them. You created tickets. Now developers need to see them, understand them, and fix them. This is where most DevSecOps programs die. The findings are right, but the delivery is wrong.
Security sends scanner alerts directly to dev Slack channels.
- Developers get hundreds of identical messages with no filtering by project, severity, or owner.
- 1The notification stream becomes white noise.
- 2Developers lose important signals buried in volume.
- 3Without routing, messages reach the wrong teams.
- Slack fills with alerts. Developers mute the channel or leave it.
- Real vulnerabilities pass unnoticed.

- Comments often duplicate or arrive in waves.

- An MR blocks on a false positive. Dev can't merge. Team pressure builds. Dev disables the gate to ship.
- A real critical issue is reported in an MR, but security is offline. MR ships anyway because the gate isn't enforced.
Takeaway: Gates should be smart. Block only on real, high-confidence criticals, not false positives.
Developers want to see scanner findings directly.
- Direct scanner access exposes confidential data: the full list of vulnerabilities across all projects. This requires careful access control, which means ticketing and approval delays.
- 1Principle of least privilege violation.
- 2Risk of data breach if access is compromised.
- 3Audit failures when access isn't tracked.
- Developers get full scanner access, can delete findings or disable checks, see vulnerabilities in other teams' services.
- Approval process is slow. Dev requests access Friday. Approved Wednesday. Time is wasted.
Takeaway: Developers should see only their own findings via MR bot, Jira, IDE, or an ASPM platform with proper RBAC. Skip the ticket-based access model; it doesn't scale past 50 developers.

- 2No accountability. Devs postpone forever, and security can't push back.
